codeGen error in {worker}-impl.vhd when declaring TimeInterface in OWD.

Sent to Kulp:

The app worker FAILS to compile because the wrapper (OCP) wti record signal is assigned to the inward facing wti_in signal. This suggests that the time_client should be instanced at the worker level to perform the OCP/inward conversion, as is with the wsi_slave, wsi_master, & wci.

Kulp Response:
We made a choice a while ago to NOT put the time clients into the worker wrappers.
The primary reason is that time clients could be different depending on the clocking situation on the chip and also we had the notion of a "lite" and "heavy" version that could be chosen later.

This issue was fixed by repairing the code generator for time interfaces.
There are other issues about potentially glitchyness of the time values, but this one is done.
